This volume focuses on the processes and outputs of the control activities of a national food control system. It reviews the control functions exercised by competent authorities over food business operators - at domestic and import or export level - to guarantee food safety and quality along the food chain as well as fair trade practices. It also maps out control functions and mechanisms at the food supply level to identify, monitor, predict and handle food safety hazards and emerging risks, and deal with food emergencies. The FAO/WHO Food Control System Assessment Toolprovides a harmonized, objective and consensual basis for analysing the performance of a national food control system, with the aim of protecting the health of consumers and ensuring fair practices in the food trade. It seeks to support countries in identifying and prioritizing areas of improvement and planning activities to reach expected outcomes and monitor progress. The Tool is based on Codex principles and Guidelines for National Food Control Systems as well as other relevant Codex guidance.
