Recommendations for the establishment of unified principles for the efficiency estimation of renewable energy sources (RES) technologies and long-term incentive system are presented. The first focus is on a developed method for the evaluation of RES use impact on macroeconomic indicators. Analysis of RES was done according to natural RES, such as wind and solar energy. Inexhaustibility of such resources is one of the main accents of sustainable development of energy, ensuring a reliable supply of energy resources for future generations. This type of energy is not produced, it is perpetuated; thus, the extent of the use of one period does not affect the extent of the use of the next period, which affects the expectations of investors and consumers. The second focus is on the motivation of RES technologies demands. Review of support schemes and measures of RES technologies financing, lending, pricing, etc. used in foreign countries is presented. In the long-term, the main emphasis should be given to the improvement of educational systems and scientific research concerning scientific and technical progress, as well as the formation of various measures and assumptions that affect the country's international competitiveness. There is a very important issue of balancing various forms of RES. The main approach is organised by the integration of various RES technologies within the programs of a city's energy systems.

Ph.D. thesis "Improvement of methodology for economic assessment of development of energy systems" defended in 1990. Dr. Habil. thesis State policy of energy conservation prepared at Lithuanian Energy Institute, defended at Vilnius Gediminas Technical University in 2000. V. Klevas has over 40 years of experience in studies related to energy economics, improvement of energy efficiency, development of regional energy, and elaboration of concepts of renewable energy policy. The main area of the research is sustainable development of energy. Results of the research were presented in about 100 research papers and two monographs. Klevas' experience is manifested through participation as a manager and expert in more than 40 projects on various issues of energy reforms, including about 20 international. The results of scientific investigations were presented in international conferences. Klevas is a member of International Association of Energy Economists (IAEE) since 1992. In 2003, Klevas was invited to chair one of the EU Managenergy conference sessions. From 2010, he is a member of the programme committee of International Academy, Research, and Industry Association (IARIA).
