Bray is professor of Higher Education Administration and associate director of the Education Policy Center at the University of Alabama. Martha J. Kanter is chief executive officer of the College Promise Campaign in Washington, DC, senior fellow at Steinhardt Institute for Higher Education Policy in New York, NY, and former US Under Secretary of Education (2009-2013).
