Challenges to Local Governance in the Pandemic Era

John S. Moolakkattu is Professor in the Department of International Relations and Politics at the Central University of Kerala, India. He has published nearly 100 research articles, authored four books and edited five volumes. He was a Commonwealth Fellow and a Fulbright Lecturer, and is the Chief Editor of Gandhi Marg. Jos Chathukulam is the Director of Centre for Rural Management, Kerala, India, having previously served as the Sri Ramakrishna Hegde Chair Professor of Decentralization and Development at the Institute for Social and Economic Change, Bengaluru, India. He has published over 90 research articles and authored six books. His recent articles have appeared in leading journals like World Development and Economic and Political Weekly, and he is a national-level consultant on decentralization, participatory planning and rural development.
