Michael Beyard is an urban planner and economist with more than 25 years of experience in real estate development, land use planning, and economic development. John McIlwain is the senior resident fellow and J. Ronald Terwilliger Chair for Housing at the Urban Land Institute. He is the founder and former senior managing director of the American Communities Fund for Fannie Mae. Robert Dunphy is a senior resident fellow of transportation and infrastructure at the Urban Land Institute.
