This book is a unique study of a transition economy, using the little-known case of Belarus, a country “trapped in transition” from state capitalism to market economy. The first of its kind, this book explains how decisions are made by economic authorities and businesses in this developing country. It proves that, in order to boost economic reforms, the Belarusian government needs to rely on the support of the high-income public.
At the age of 23, Dr Kiryl Rudy became the youngest PhD economist in Belarus. He is the author of more than 200 articles, and, in 2004, was a Fulbright Scholar at Indiana University, USA. From 2013 to 2016, he served as Economic Advisor to the President of the Republic of Belarus and Chief of the Economic Department at the President’s Office. From 2016-2020, Dr Rudy served as the Ambassador of Belarus in China. He is currently a member of the supervisory board of Belarus Development Bank.
