This book explores the principles of supply-side structural reform and current practices in the Chinese steel industry. Focusing on the general requirements for high-quality development, it reviews the evolution of the global and Chinese steel industries with regard to reduction, innovation, and transformation. It also summarizes industrial development law from a transfer route perspective, analyzes major challenges and opportunities for the steel industry in the new era, and proposes strategic orientation and implementation measures for the future development of the steel industry.

The book contends that high-quality development of the steel industry must be driven by innovation, and it is essential to promote integrated development based on several aspects - greenness, coordination, quality, standardization, differentiation, service, intelligence, diversification, and internationalization - in order to reshape the industrial value chain and continuously improve industrial competitiveness. This concept is essential to help Chinese steel companies prepare development plans for transformation and upgrading. Combining thorough analysis, unique insights, and many practical cases, the book offers a guide to and inspiration for future implementation approaches.



Mr. Xinchuang Li was born in November 1964 at Yuncheng city of  Shanxi Province, China. He is currently the President and Chief Engineer of the China Metallurgical Industry Planning and Research Institute (MPI), Vice Chairman of China Iron & Steel Association (CISA), Vice Director General of China Energy Conservation Association (CECA) as well as Director of the Technical Economics Branch of the Chinese Society for Metals, enjoying special allowance approved by the State Council, Professorate Senior Engineer and registered consulting engineer (investment). He received his bachelor's degree from Central South University in 1984 and master's degree from the University of Science and Technology Beijing in 1989. He was awarded an M.B.A. degree by Fordham University, USA, in 2001. Mr. Li has been employed by Shanxi Metallurgical Design Institute and the Department of Development Planning of the former Ministry of Metallurgical Industry.

 Mr. Li has participated in and undertaken development planning for China's iron & steel industry from the 'Eighth Five-Year Plan' to the 'Thirteenth Five-Year Plan' and has been involved in development planning for several hundred domestic and overseas iron & steel enterprises, as well as early stage debates on key projects. He has participated in a number of international planning/consulting meetings and cooperation negotiations, which promoted China's iron & steel enterprises to accelerate the pace of globalization.

Mr. Li has been an expert advisor to the National Development and Reform Commission (NDRC), the Ministry of Industry and Information Technology of the PRC (MIIT), the Ministry of Environmental Protection of the PRC, and the Ministry of Science and Technology of the PRC. He has also been an advisor to the China Development Bank, an independent director of the State-owned Assets Supervision and Administration Commission of Tianjin Municipal People's Government, a member of the expert committee for the China Overseas Development Association, and a member of the first strategic advisory committee of Hebei Steel Group Corp. Ltd. As a result, he has extensive experience in the management of major projects, as well as a comprehensive grasp of industrial development and market dynamics. He has published nearly 100 articles on the development of iron & steel industry, and published several books entitled Sustainable Development of Iron & Steel Industry, How to Transform and Upgrade China's Steel Industry and The Road Map of China's Steel Industry, etc.
