GRAHAM BIRD is Professor of Economics at the University of Surrey and Director of the Surrey Centre for International Economic Studies. He is Visiting Professor of International Economic Affairs at the Fletcher School of law and Diplomacy, Tufts University in the US and has been a consultant to the World Bank, the Commonwealth Secretariat and UNDP and UNICEF. He has published 17 books and well over 100 articles in academic journals.
