Charlene S Budd, PhD, CPA, CMA, CFM, PMP, is Professor Emeritus of Accounting at Baylor University, where she has taught graduate accounting and project management courses. She is Chair of the Finance & Measures Committee of the Theory of Constraints International Certification Organization (TOCICO) and is a certified academic in all five TOCICO areas.
