The aim of this book is to explore the legal issues arising from the Common Agricultural Policy, the largest item in the EEC budget, and to set out the principles underlying a complex web of changing legislation.
The aim of this book is to explore the legal issues arising from the Common Agricultural Policy (CAP) which is the largest item in the EEC budget. The CAP lies behind many of the institutional developments in the EEC and is closely intertwined with the system of community finance. The author maintains that agricultural legislation forms the background to much of the European Court's case-law on the relationship between Community Law and national law. It is in this context that the European Court has developed many of the general principles of Community law. J.A.Usher was a Legal Secretary at the European Court in Luxembourg from 1974-1978. This text is an expanded and updated version of the section on the Common Agricultural Policy in the chapter on Agriculture in the "Stair Memorial Encyclopedia of the Laws of Scotland". The book is intended for use by legal practitioners concerned with EEC law or agricultural law, agricultural administrators, representatives of farmers' organizations, politicians and undergraduate and postgraduate students of EEC law and policy.
