Climate Smart Small-Scale Hydro Power Plants provides empirical guidance to practitioners seeking to optimize design and adapt the operation of small hydro power plants (SHPPs) to mitigate climate change. The work covers current positions, practices and impacts of SHPP as part of a diversifying sustainable energy mix threatened by the uncertain vagaries of climate change – including violent flooding, inconsistent rain fall, poor catchment management, and water flow rises. In addition, it presents an argument for ‘climate smart’ SHPP planning and design which integrates qualitative and quantitative climate-change context-sensitive aspects into the design of SHPP systems.

Chapters review practical examples of hydro-ecological regimes where small hydro power plants play a vital component in the overall energy mix, focusing on social, ecological and economic dimensions of safeguarding, key policies and operational practices. Case studies are used to assess progress and future steps in achieving SHPP climate smart systems, blending comparative review, integration and analysis.

Lasantha Sampath Jayasinghe is a hydropower engineer based in Colombo, Sri Lanka. He is highly experienced in the screening of new Small Hydro Power Projects (SHPPs), construction project management, new project identification and evaluation in Asia and east Africa, conceptual designs and optimization of projects, project estimation and financial evaluation, conducting site surveys and technical appraisal. LPD Dayananda is a hydropower safeguarding specialist based in Colombo, Sri Lanka. He brings extensive experience in project management, programme evaluation and social research. He has been engaged in the environmental impact assessment processes surrounding small-scale hydro power plants for more than ten years, working on projects across Asia and Africa. Henry K. Ntale is an experienced hydrologist with a demonstrated history of working in the water resources engineering sector. He is skilled in hydro-GIS spatial analysis, sustainable development, environmental issues and feasibility studies. He lectured at Makerere University and has worked in the Ugandan government and Regional water governance institutions (GTZ/AMCOW). He is now a consultant specializing in analytical hydrology and water infrastructure development.
