Dr. Robbin F. Laird is a member of the research staff of the Strategy, Forces, and Resources Division of the Institute for Defense Analyses. He is also an adjunct professor at Georgetown University and is affiliated with several professional organizations, including the Royal Institute of International Affairs, the International Institute for Strategic Studies, and the Institut Francais des Relations Internationales. His publications include The Soviet Union and Strategic Arms (with Dale R. Herspring; Westview, 1984), The Soviet Polity in the Modern Era (1984), Technocratic Socialism (1985), and Soviet Foreign Policy in a Changing World (forthcoming).
