This first issue of the Energy Services Journal, a publication of the Association of Energy Services Professionals, is devoted to examining issues involved in the evaluation of energy services programs. The articles in this issue make a substantive contribution to the evolving literature on evaluation. Several contributions take advantage of unique data sets to explore new issues such as the relative contribution of advertising and rebates. Other articles focus on expanding the evaluation framework to better address evolving competitive markets for customer equipment and on developing efficient approaches for collecting customer-specific end-use data for market assessment.
Two challenges need to be met -- one facing utility managers and a second that must be met by evaluators -- if evaluation is to be a valuable resource in the development of competitive strategies and actions. The first is that management needs to recognize the benefits that come from evaluation not only in terms of the results of the evaluation, but also in the way evaluation organizes information and structures the options in a manner that facilitates improved decision making. The other is that evaluators will need to be flexible; for example, not get stuck in research paradigms that might have been appropriate for the more traditional DSM programs, but may not be appropriate for assessments in a dynamic competitive environment. The articles contained in this issue cover a spectrum of topics that will help continue the debate on the evolution of evaluation methods.
