Panorama of Energy

A new era is at hand for energy and environment in the European Community. The current legislative and regulatory agenda for energy is arguably broader and more complex than it has ever been, with proposals now being debated on renewables, fuel quality, the internal market, emissions trading, and a host of related issues. The shear number of new proposals, initiatives, dialogues, regulations, and international fora is overwhelming, even as the Community must also deal with the challenge of absorbing 12 new Member States during the past four years.
