lt;p>Dr. István Lakatos is a carrier diplomat since 1993, a former human rights ambassador. He holds an LLM and a Ph.D. in law and an MA in IR. He served two terms in Geneva at the Hungarian UN Mission and at the Council of Europe Mission to the UN. He initiated the Budapest Centre for Mass Atrocities Prevention. Presently, he is a senior adviser to the Ministry of Justice, Human and Minority Rights of Montenegro.
