Harihar Bhattacharyya is Professor of Political Science, the University of Burdwan, India. He is the author of India as a Multicultural Federation: Asian Values, Democracy and Decentralization (in comparison with Swiss Federalism) and co-editor of Rule of Law and Organization of the State in Asia: the Multicultural Challenge.
