This collection explores the opportunities for and possible implications of coordination between two of the major pieces of emerging infrastructure in the United States: Intelligent Transportation Systems (ITS) and the National Information Infrastructure (NII). Based on a recent workshop that was sponsored by the U.S. Department of Transportation, MIT, and Harvard, Converging Infrastructures frames the programmatic, organizational, and technical issues involved.
Lewis M. Branscomb is Aetna Professor in Public Policy and Corporate Management, Emeritus, at Harvard University.
Part 1 Overview - policy frameworks for ITS and the NII: assessing Federal roles; common policy concerns; the problems of success - privacy, property and transactions. Part 2 ITS requirements in the context of the NII: ITS information service content; NII support for ITS user services; metropolitan communications requirements; why build a dedicated ITS communications system?. Part 3 Technical issues: intelligent agents; international implications of ITS standards development; compatibility issues for geospatial data - the need for Federal policy. Part 4 Public/private roles and implementation issues: institutional issues in local implementation; state and local barriers to leveraging the NII; valuing rights of way in public/private infrastructure development; approaches to delivering traveller information - two case studies; market deployment of transportation information infrastructure - Siemen's European strategy.
