The burden of mental illness on individuals, families, and communities has created profound challenges for our society. In recent years treatments and services for the mentally ill have moved almost exclusively to community settings, yet no comprehensive and progressive policies have emerged to counter stigmatizing and facilitate integration.

Evelyn R. Vingilis is director of the Population and Community Health Unit and a professor in the Departments of Family Medicine and Epidemiology and Biostatistics in the Schulich School of Medicine and Dentistry at the University of Western Ontario. Stephen A. State is coordinator of the Consortium for Applied Research and Evaluation in Mental Health (CAREMH) at the University of Western Ontario.
