The risks may be great, the choices are few--but the needs of military policy making remain high on the agenda. As a result, the concerns discussed here will be on the global political agenda for years to come.

George H. Quester is a professor of government and politics at the University of Maryland. He has also taught at Cornell University, Harvard University, University of California-Los Angeles, the National War College, and the U.S. Naval Academy. His many books include Offense and Defense in the International System, Before and After the Cold War, and Nuclear Monopoly.
