The NIRSA Flag Football Committee is made up of numerous professionals and students who are responsible for implementing intramural programs for their participants. They work day to day with the intricacies of implementing a flag football program and are able to keep all the training materials up to date and relevant. Bruce Maurer has served as editor of the NIRSA Flag & Touch Football Rules Book and Officials' Manual since its inception in 1983. Maurer has been both a basketball and football official for more than 30 years and has been an official for four different collegiate football conferences as well as for the NFL.
