Lord Carlile is the Independent Reviewer of Counter Terrorism legislation. In this publication, "Report on Proposed Measures for Inclusion in a Counter Terrorism Bill (Cm. 7262)", he examines the range of proposals contained in the two consultation documents, "Possible Measures for Inclusion in a Future Counter Terrorism Bill" and "Options for Pre-Charge Detention in Terrorist Cases", published on 25th July 2007.His overall conclusion is that the proposed measures are useful and relatively uncontroversial, apart from the proposals for a longer period of detention between arrest and charge, use of intercept evidence, and enhanced sentences. Of these, a prolonged and heated debate is likely on the detention issue which he hopes will be decided by Parliament on its merits rather than by division on party lines.
