The use of agreements to achieve planning requirements has been the source of much discussion amongst those concerned with the planning system in this country. This publication provides information based on a survey of all such agreements entered into by a sample of English local planning authorities during a three year period. The research provides information about: how such authorities make use of their powers to enter into planning agreements with developers; the scope, contents and terms of the agreement signed - and whether these are consistent with the Department's published policy; and the impact of the agreement on interested parties.
