The dawn and development of the human right to education is a new chapter in the History of Education and has given rise to an International Education Law that constitutes the present highest normative source for education. Education is the greatest human power and responsibility. It is not a magical power, but the human species has no greater power to take care of itself - of its emotions, sentiments, ideas, ideals, destiny...
