State Aid Uncovered presents analysis of the main policy and legal
developments in the field of State aid in 2023. In March, the Commission
adopted the Temporary Crisis and Transition Framework to enable
Member States to support undertakings harmed by the effects of Russia’s
invasion of Ukraine but also to facilitate the green transition. In June,
the General Block Exemption Regulation was revised and prolonged
to
31 December 2026. In December, the new de minimis regulation
was
published. It raised the threshold of de minimis aid to EUR 300,000. The
year was also rich in case law that expanded our understanding
of State aid, brought fresh insights and also a few surprises, expertly explained
here by Phedon Nicolaides, Professor at the University of Maastricht
and the University of Nicosia, as well as Academic Director at Lexxion
Training.
Prof. Nicolaides identifies the major State aid judgments and
Commission decisions of the year, as well as new rules and legislation,
critically reviewing their most salient features. This book compiles
articles originally published weekly on Lexxion’s State Aid Blog. The

guidelines and the role of national courts. Each article presents the main
points of a court ruling or Commission decision, places them in the context
