By constitutionalizing territorial decentralization, the Cameroonian constituent of January 18, 1996 profoundly transformed the Cameroonian administrative landscape, followed by the legislator of July 22, 2004. As a result of these different reforms, the local administrative landscape has been enriched by new bodies that are in fact actors of decentralization. Among these, we can cite the syndicate of municipalities. Although this last body has not been sufficiently studied, it should be noted that it is an actor that complements the action of the communes. The syndicate of communes is nothing more than a public inter-municipal establishment intended to ensure inter-municipal cooperation and solidarity. This is what makes it a major organ of Cameroonian decentralization.

Born on May 18, 1972 in Ebolowa (southern Cameroon), Mvondo Blaise Mougnole is a graduate of Cycle B of the National School of Administration and Magistracy (ENAM) with an option in financial management. At the same time, the author is enrolled in the doctoral school of the University of Yaoundé II where he is currently preparing a doctoral thesis on financial decentralization.
