The Yearbook of International Disaster Law aims to represent a hub for critical debate in this emerging area of research and policy and to foster the interest of academics, practitioners, stakeholders and policy-makers on legal and institutional issues relevant to all forms of natural, technological and human-made hazards. This Yearbook primarily addresses the international law dimension of relevant topics, alongside important regional and national dimensions relevant for further development of legal and policy initiatives. In the Thematic Section of Volume 3, entitled ‘Health and International Disaster Law’ distinguished scholars debate legal and institutional implications of the Covid-19 pandemic and health emergencies in relation to several emerging or neglected topics.

Associate professor of international law, lecturer of “International Disaster Law” at the Geneva Academy of IHL and HRL, responsible of the Jean Monnet Module “Disseminating Disaster Law for Europe” and Director of courses on “International Disaster Law” in cooperation with the IFRC and the Sanremo International Institute of Humanitarian Law. Dug Cubie, School of Law, University College Cork. Building on over 10 years’ practice in humanitarian action, Dug has written widely on disaster law, climate migration and the law of humanitarian assistance (The International Legal Protection of Persons in Humanitarian Crises, Hart, 2017). Marlies Hesselman, LL.M./Ph.D. Candidate, Faculty of Law, Department of Transboundary Legal Studies, University of Groningen is a lecturer in international law with a wide publication record in the area of international human rights law, disaster management, climate change and essential public services access. Anastasia Telesetsky, J.D. University of California Berkeley, former chair of American Society of International Law’s Disaster Law Interest Group with a research focus on environmental disaster risk reduction (International Law of Disaster Relief, Cambridge, 2014).
