Development and effects of medicine on society increased since the last century esp. when organ transplantation became successful. Consequently, a shortage of donor organs can be considered. One of the possibilities to solve the problem is the production of xenografts. Besides the scientific problems, the using of xenocrafts raised a lot of ethical and legal questions which are not so easy to solve. Xenotransplantation can also be seen as a high-cost and highly specialized medicine, which has to go through the development, approval and procurement process of medicine at all. Regulatory capacity is clearly needed in all countries of the world. Consumer access is another important area of discussion, not only for the 2nd and 3rd world. Dr. phil. Dr. rer. publ. Brigitte E.S. Jansen studied Educational Science, Philosophy, Psychology and Sociology at the Universities of Bielefeld and Lüneburg, Germany. She is doctor of philosophy and doctor rerum publicarum (public administration). Beside this she also has a practical agricultural degree. She developed the first multi-media work report in management cybernetic (Heidelberg 1996). From 1991 - 1996 she was project leader of FOKUS, the Research Group of Cybernetic Company Strategy, Institut of Business Administration (Organisation and Decision Making), University of Lüneburg. Prof. Jürgen W. Simon was head of the Institute of Law at the University of Lüneburg, as well as head of the Research Centre of Biotechnology and Law, of the European Academy of Environment and Economy, and of “Further Education in Management and Law”, all in Lüneburg. After gaining a Law degree and an MBA, both from the University of Munich, he became a Doctor of Law in 1978 and then attained a postdoctoral qualification in Civil Law, Economic Law and Law of Informatics in Hanover in 1988. He was a member of the Advisory Committee of the Federal Biological Association of the Federal Working Group on Xenotransplantation with the Federal Ministry of Research and of the Biological Federal Association, Braunschweig.
