Amongst the key developments initiated by the Act is the introduction of an Infrastructure Planning Commission (IPC) which will create a single process for granting the appropriate consents for major infrastructure projects, within designated national policy frameworks. There is also provision for a Community Infrastructure Levy which will provide local councils with the option of imposing a levy upon development, with the funds raised being used to finance major infrastructure projects e.g. hospitals and schools. Victor Moore is a barrister of Gray's Inn and a Professor Emeritus of the University of Reading. For many years he was the editor of Journal of Planning and Environmental Law.
