This book is a continuation and deepening of Sovereign Blockchain 1.0. It mainly includes three views: 1) Blockchain is a super public product based on digital civilization. 2) The Internet is an advanced level of industrial civilization, the core of which is connection; blockchain is an important symbol of digital civilization, the essence of which is reconstruction. 3) Digital currency will trigger a comprehensive change in the economic field, and digital identity will reconstruct the governance model in the social field, thereby changing the order of civilization.

This book is not only a popular science book based on blockchain thinking, theory and application research, but also a scholarly work on the technical and philosophical issues of governance and the future. Lian Yuming, author of Block Data series (1.0, 2.0 and 3.0), is a Ph. D., professor, and president of the Global City Development Cooperation Council, Beijing .

In 2001, he founded the Global City Development Cooperation Council, Beijing and proposed the Urban Value Chain Theory, which is reputed as one of the world's three major theories on urban competitiveness. He served as chief planner of the Beijing 2008 Olympic functional area, chief planner of environmental engineering of the Beijing Olympic central area, and consultant for medical and health care work of Beijing Olympics and Paralympic Games. His three masterpieces Urban Awakening, Urban Strategy and Urban Wisdom are famed as a 'new trilogy of urbanism'.

In 2014, he established Guiyang Innovation-Driven Development Strategy Research Institute and served as chief strategic consultant of Guiyang Municipal Party Committee and Government, director of the Key Laboratory of Big Data Strategy and director of the Research Center of Data Rights Law of China University of Political Science and Law. He authored Block Data Series (1.0, 2.0 and 3.0), Data Rights Law and Sovereignty Blockchain, known as the 'trilogy of digital civilization'. Urban Awakening, Urban Strategy and Urban Wisdom, which are famed as a 'new trilogy of urbanism'. Published under his general editorship, Big Data Terminology and Big Data Encyclopedia Thesaurus are the first multi-lingual professional reference books about a comprehensive and systematic study of standard big data terminology. 

 He is currently a member of the 13th Chinese People's Political Consultative Conference (CPPCC) National Committee and the Committee for Handling Proposals, a member of 11th and 12th CPPCC Beijing Municipal Committees, and vice chairman of 11th, 12th, 13th and 14th CPPCC Beijing Chaoyang District Committees. He has been awarded the 'Model Worker of Beijing', 'Capital Labor Medal' and 'Scientific, Technical and Managerial Talents with Outstanding Contributions to Beijing'.
