The book conducts a comprehensive examination of the various determining factors of corruption that negatively affect the procurement process and, in the end, result in cost and time overruns. The authors present an in-depth understanding of how the identified determining factors of corruption can be addressed. Thus, it is intended to broaden the reader's knowledge of the causes, risk indicators, and different forms of corrupt practices in the procurement process of infrastructure works, before explaining how they affect its stages and activities A dynamic model is developed to demonstrate how to tackle the overall impact of corruption within the procurement process and, at the same time, increase the effectiveness of the extant anti-corruption measures. In short, this book demonstrates that the fight against corruption in the procurement process is strategically feasible and must continue.

This book is essential reading for academics, researchers, professionals and stakeholders in the procurement of infrastructure projects and civil works, as well as those with an interest in corruption, construction management and construction project management.

Emmanuel Kingsford Owusu is a post-doctoral researcher at the Hong Kong Polytechnic University. He is a recipient of the Hong Kong Ph.D. Fellowship Scheme Award and first-class honors in Quantity Surveying and Construction Economics. His Ph.D studies focused on Corruption and Transparency in Infrastructure Procurement, Smart Contracts, Contract Administration, and Construction Project Management. However, his current research focuses on Real Estate Finance and Investment, Urban Infrastructure Economics, Policy and Governance (Green and Traditional), Engineering Ethics and Quantity Surveying Digitization. Albert P. C. Chan is a Chair Professor of Construction Engineering and Management, Able Professor in Construction Health and Safety, and he is currently the Head at the Department of Building and Real Estate, The Hong Kong Polytechnic University, Hong Kong. Ir Prof. Chan is a Chartered Construction Manager, Engineer, Project Manager, and Surveyor by profession, and has worked in a number of tertiary institutions both in Hong Kong and overseas. Presently, aside from being the Head of Department, he also serves as the Associate Director of Research Institute for Sustainable Urban Development (RISUD) at the Hong Kong Polytechnic University. Professor Chan's research and teaching interests include project management and project success, construction procurement and relational contracting, construction management and economics, construction health and safety, and construction industry development.
