This book is more or less a companion volume of the author's book Introduction to Social Systems Engineering published by Springer in March, 2018. Since social systems engineering is a complex emerging discipline, this book will focus more on the evolution of the concept and the formation process.  This is related to the book Introduction to Social Systems Engineering within the context of the author's working and study experience of around 33 years in engineering and 36 years in policy research and planning at national and regional level.

Prof. Huijiong Wang had around 33 years of working experience on design, planning and operation of electrical power system (generation, transmission, distribution and utilization) in China. His last position in engineering field was deputy Chief Engineer of Bureau of Electricity. Yunnan Province. He had published a book titled Introduction to Systems Engineering (Chinese Version: two volumes) around 1980s.

He became a senior research fellow of Chinese Academy of Social Science through open explanation in 1980. He had been short term consultant of UNIDO in 1981. Later, he was transferred  to the newly established Techno-Economic Research Center (Later on, emerged into Development Research Center) of the State Council and became one of the leading group. He had been one of the leaders of several large domestic and international projects, such as Comprehensive Planning of ShanXi Heavy Chemical and Energy basis 1980-2000, China by the Year 2000 (National First Class S&T Progress Award 1988.7), Industrial Restructuring and Industrial Policies (A joint research project with the World Book), Integrated Study of China's Development and Reform (A grant from UNDP around 3 million U.S.D. from 1988-1993) .
