During his career he has provided consulting services to public agencies, architects, engineers, industrial personnel, and attorneys in all areas of acoustic design and noise control. He holds a master's degree in acoustics and is a board-certified noise control engineer. Mr. Cowan holds a patent for his design of a loudspeaker horn, and is a registered expert in acoustics and noise control with the Technical Advisory Service for Attorneys.
