There is a growing interest in evaluating and monitoring the performance of health services. Progress in the development of indicators of the quality and outcome of health care services has however lagged behind that of measures of process and efficiency. Avoidable death has gained recognition and usage as a reliable and valuable performance indicator of health care provision. In this way, improvements may continue to be made in the health standards of all European citizens. This atlas represents an important step towards establishing outcome indicators to monitor health service performance that are applicable both nationally and internationally. This volume of the 2nd edition of the European Community Atlas of 'Avoidable Death' examines a selection of potentially unnecessary and untimely deaths, and is the third to be published following the EC Concerted Action Project on Health Services and 'Avoidable death'.New to this edition are essays written by representatives in each country that describe recent and ongoing work relevant to the Avoidable deaths study.
