National and regional authorities must set limits on planned releases of radionuclides into the environment and plan interventions after accidental releases. This report shows how these tasks can be accomplished in such a way as to be consistent with the recommendations of the ICRP. In addition, the report provides builders and operators of installations releasing, or proposing to release, radionuclides into the environment with the mathematical methodology to estimate radiation doses or dose commitments resulting from their proposals and to make representations to regulatory authorities in a form likely to be compatible with the approach taken by these authorities in making the regulations.
