This evaluation report comprehensively elucidates the impact and outcomes of the first ever "Fast Elimination of Malaria by Source Eradication (FEMSE) project", a Chinese health development aid project in Comoros. It also offers conclusions and recommendations for implementing similar strategies in the future.


The FEMSE project was launched in 2007 by the faculty of the Guangzhou University of Chinese Medicine, and over the past over seven years, it has covered the entire Comoros population of 900,000. It differs substantially from previous Chinese health development aid projects in that it employs medical teams, infrastructure construction, and small group training sessions.

This report also draws conclusions and offers recommendations for key stakeholders, including teams implementing future projects. It provides insights for the Chinese government into the impact of their funds, and suggests the next steps for the Comorian government in terms of sustaining the outcome. The report is relevant for various other groups, such as other developing countries looking to eliminate or control malaria and for future collaborative efforts, and it allows the global health community and a general readership alike to better understand the project and its outcomes.

Dr. Zheng Xie has more than 10 years of experience conducting sociological research in public health in China. She also works in Nigeria and Kenya for global health research. As a lecturer at Peking University, Dr. Xie has focused her research on health system and organizational sociology. Dr. Xie teaches undergraduate and graduate students in organizational behavior and research methods, drawing upon her extensive theoretical training and practical experience in this area. She has consulted for China MoH, WHO, UNAIDS, UK DFID, AUSAID and other organisations. Currently Dr. Xie acts as a member of the WHO's Working Group on governance reform.
