In recent decades, the EU regulations on coordinating social security have acquired vital importance. This book gives a clear overview of the main features and main developments of this significant area of EU law.Since 1 May 2010, when Coordination Regulation 883/2004 came into force, important cases have been decided by the Court of Justice. These judgments interpreted several provisions of the Regulation and clarified the impact that other instruments, such as the Treaty on the Functioning of the European Union, Directive 2004/38 and the Charter of Fundamental Rights, have had on coordination issues. In December 2016, the European Commission proposed a radical revision of several of the chapters of the Regulation. To date, this proposal has not been adopted and the prospects for its adoption are bleak. In view of the continuous stream of judgments of the Court of Justice, an up-to-date overview of the Regulation and the case law is both timely and essential. This book delivers on this objective and, in addition, discusses the proposed revisions carefully, as well as analyses their background and effects. The book also examines the main non-discrimination provisions relevant to social security and important social policy instruments, such as the Open Method of Coordination, the Social Pillar and the Charter of Fundamental Rights.This is the seventh edition of this authoritative handbook and is important reading for students, academics and practitioners alike.
Frans Pennings studied Dutch language and literature and Dutch law. He wrote a comparative PhD thesis at Utrecht University on unemployment and employment schemes. After this he worked 20 years as (assistant, associate, full) professor at Tilburg University. Currently he is professor of labour law and social security law at Utrecht University, the Netherlands. He is also visiting professor at Gotenburg University, Sweden. In October 2014 he received a honorary doctorate at Gotenburg University. He wrote several books, including "European sociaal security law" (in 2015 the 6th edition appeared. He is co-editor of "European Journal of Social Security" and chief editor of "Tijdschrift voor Recht en Arbeid".
