Guide to Local Government Capital Finance

The government's controls on local authority capital expenditure underwent revision in 1990 and this manual, with updates twice a year, is designed to provide information on this and to keep up with any new details. It aims to provide a comprehensive and accessible guide to the system of expenditure controls in England and Wales. It is aimed at treasurers in local authorities, senior officers specializing in capital expenditure controls in local authorities, consultants and some "academic" institutions such as INLOVGOV. It covers the main aspects of the system, the application of part IV, the charge of expenditure to revenue accounts and excluded items, expenditure for capital purposes, credit arrangements, capital receipts, the aggregate credit limit, the minimum revenue provision, use of amounts set to meet credit liabilities, approved investments, borrowing powers, limits, instruments and security, consolidated loans fund and more.
