The book "Public Security Policies" presents security policies from 2001 to 2015 in Brazil and in Portugal, contrasting different experiences in the way of designing public security. Brazil presents the First National Plan for Public Security in 2002, when situations of violence force a federative look in this direction. Until then, security issues were considered exclusively as state problems. Portugal enriches the discussion by mapping vulnerabilities from a different perspective than Brazil, orienting its Public Security Plans to programs that focus on their vulnerabilities. The Portuguese experience shows an objectivity that we do not find in Brazilian public security, and it is from these differences that the dialogue on ways of doing security has great relevance, proposing a reflection that is also unusual in Brazil.
