The surplus lines market segment has grown tremendously since the fifth edition of this book. Much of what was covered in the fifth edition of the book was affected or displaced by the Non-Admitted and Reinsurance Reform Act (NRRA), which was part of Dodd-Frank, and other changes to the law. Some states are attempting to assert more regulatory control over surplus lines insurers to protect consumers, even though they are not admitted in the state and even though this was not done historically.
