They were fully authorized in the Synodical Government Measure of 1969 but they have been continually updated since then. This edition includes: new provisions relating to the number of elected representatives on parochial church councils; rules for maintaining the electoral roll; procedures for the annual parochial church meeting; and provisions relating to parochial church councils and to elections to the deanery and diocesan synods and House of Laity of the General Synod.
