S.I. Zakhartsev is a Doctor of Legal Sciences, and previously served as Deputy of the Chief of the Inspection Department of the Federal Security Service of the Russian Federation and as Professor of Operational-Search Activity of the Academy of the Ministry of Internal Affairs of Russia in Saint-Petersburg. He has authored more than 250 scientific works, including 14 monographs, and is a member of the editorial boards of a number of legal journals, including Library of Criminalists, Russian Journal of Legal Researches, Legal Science: History and Contemporaneity, and The World of Politics and Sociology. By the indicators of h-index he ranked in 9th place. Nowadays he is the most cited Russian scientist in the science of operational-search activity. In 2004 he was the first who substantiated and developed an open (not secret) theory of operational-search actions as a private theory.V.P. Salnikov is a Doctor of Legal Sciences, an Honored Worker of Science of the Russian Federation and of Higher Professional Education of the Russian Federation, and Vice-President of the Russian Union of Lawyers. He is also a Lieutenant General of Police, a member of the Attestation Board of the Ministry of Education of the Russian Federation, and an expert member of the Council of the Russian State Commission for Academic Degrees and Titles in Law. He previously led the Academy of the Ministry of Internal Affairs of Russia in Saint-Petersburg, and has authored more than 1000 scientific and academic publications.
