The Author: Charles Mwalimu is a former Senior Legal Specialist at the Law Library of Congress in Washington, D.C. He holds a Bachelor of Law degree from the University of Zambia, a Masters degree in law librarianship from the University of Washington in Seattle, and a Masters degree in law from Georgetown University Law Center in Washington, D.C., where he is currently a Ph.D. candidate. As an acknowledged and respected authority on all matters of African law, Mwalimu has advised governments, international organizations, and human rights organizations on democracy, development, and the rule of law in Africa. He has published extensively and is listed in Who’s Who in American Law.
